Congregation Council Meeting Minutes—March 15, 2010

Members present: Pastor Paul, Pastor Deborah, Pastor Cindy, Cindy Larson (P), Dave Durham (T), Ann Bollmeier (S), Kim Burfeind, Greg Debelak, John Foell, Cyndi Lesher, Rich Pieper, Jenny Popp, and Todd Stachon

Members absent: Len Krumm (PE)

I. Cindy Larson called the meeting to order at 7:01 PM.

II. Pastor Cindy opened the meeting with prayer and a Bible study.

III. Council Minutes: Cyndi Lesher moved to approve the minutes from the February 15, 2010 meeting. Kim Burfeind seconded. Motion carried.

IV. Treasurer’s report:

a. February’s total receipts: $92,986.02

b. February’s total expenditures: $84,74672

Greg Debelak moved to accept the financial report. Cyndi Lesher seconded. Motion carried.

V. New Business:

a. Bob Benke presented a report on Gap Analysis. The purpose of the Personnel Gap Analysis is to determine the personnel resources and alignment necessary to most effectively implement the CtK Strategic Plan and then to define how to move from the current to the envisioned state. A motion was made by Pastor Paul:

Whereas, Christ the King is in need of a staff person who will be responsible for the ministries which provide a welcome to all who come through our doors, seeking to help them move from guest to people actively engaged in the life and ministry of the church; and

Whereas, Dawn Fernstrom is both gifted at that and willing to move into that position; and

Whereas, the Communication Task Force and the Personnel Committee have recommended the hiring of a full-time Marketing and Communications staff person to help make Christ the King more widely known by enhancing both our internal and external communications; and

Whereas, as part of succession planning for when Dawn retires we will need an Operations Manager;

Therefore, be it resolved that we hire a full-time Marketing and Communications Director and Dawn Fernstrom’s responsibilities in the communication area be shifted to serving as a half-time Welcoming and Engaging Ministries Director; and

Be if further resolved that at a future date an Operations Manager be hired and that after training in this Operations Manager that Dawn Fernstrom move into a full-time role as Welcoming and Engaging Ministries Director.

Ann Bollmeier moved to accept the resolution. Greg Debelak seconded. Motion carried.

The recommendations will first go to the Finance committee then the Personnel committee to write a job description and then back to the Council for approval.

b. A motion was made by Cyndi Lesher and seconded by Ann Bollmeier to accept the job description for the Children and Family Ministry Director. Motion carried.

c. Ann Bollmeier gave an update on a workshop she attended given by the St. Paul Area Synod (SPAS). They suggested that the church Constitution should be updated yearly along with the by laws. SPAS suggest that this be done in the fall after the church wide assembly. Pastor Paul will work on forming a task force. Todd Stachon volunteered to help. Pastor Paul also will contact Rich Freimuth. This group will provide follow up reports to the congregation and have updated forms ready for our next annual meeting.

d. There was discussion about coming up with a brand for what we want CtK to be known for, ie children’s ministry, music groups, block party etc to draw in new members. This will be talked about more at the April meeting.

e. The Youth and Family Pastor Call Committee will meet to refine the job description and interview questions and then send them to the Personnel Committee and then the Council.

f. Facilities Task Force: The Task Force is considering changing the order of Phase 2 and 3 to lighting first and then pews, chairs, carpet and flooring. The general consensus is that plans for Phase 2 and 3 needs to be developed at the same time in order to get the best possible end result.

g. New Mission Benevolence: A motion was made by Pastor Paul:

Whereas, Christ the King has designated that 4% of our income from the 2010-2013 Sing a New Song capital campaign is designated to assist a new congregation; and Whereas, the St. Paul Area Synod is going to help start a new Hmong congregation on the East side of St. Paul; and Whereas, our Local Mission Partner’s team is in enthusiastic support of this new start; Therefore, be it resolved that 4% of our 2010-2012 capital campaign be contributed to support this new Hmong congregation. Cyndi Lesher moved to accept the resolution and was seconded by John Foell. Motion carried.

h. Women’s cookbook: The Council approved the women’s and men’s Bible study groups and Circles to create a cookbook to raise funds for scholarships for Bible studies and retreats.

i. Bill Abler, lead custodian, announced that he plans to retire. The property committee will be asked to form a search committee to find a replacement.

VI. Pastor Reports:

a. There is $1300 in the budget for the Senior Pastor of Large ELCA Congregations to attend conferences. Pastor Paul requested that these funds be applied to an Alban Institute Seminar called Finishing Strong-Ending well. It is designed for pastors who are 4-5 years away from retirement. Motion made by Cyndi Lesher to allow this change and seconded by Rich Pieper. Motion carried.

b. On May 9, 2010 we will celebrate the granting of the title of Pastor Emeritus to Pastor Paul Olson for his years of distinguished service to Christ the King.

c. New member orientation will be on April 17th with a new member reception on April 25th.

VII. Announcements and Updates: Next meeting April 19th, 2010.

VIII. Pastor Paul closed the meeting with prayer.

IX. Meeting adjourned at 8:34 PM
